There is a song by Kiss with that pa pa pa papa pararara ding dong sound you are looking for. The chorus goes something like, "I want to rock&roll all night. And party every day!" I think Yo La Tengo systematically urinated on Kiss though. Years ago. Good Luck with your queer query!

There's a group very similar to "Yo La Tengo", a spanish band called "Lou Anne". They have two songs that sounds like this, "You Came In" and "Breething Here To Stay" Maybe that song you're looking for is of them.
